jeh johnson says for now the checks are routine. watch him. >> so we continually evaluate the world's situation and we know that there remains a terrorist threat to the united states. and aviation security is large part of that. bill: so for the details on that, peter doocy is life live in washington. the changes coming from people flying are what? >> reporter: bill, from now on all passengers from direct flights to the united states from certain overseas airports must show all carry-on devices like cell phones, laptops and cameras work by taking them out and turning them on. the tsa explains the new protocol simply like this. quote, during the security examination officers may ask that owners power up devices including cell phones. powerless devices will not be permitted on board the aircraft. passengers carrying devices that either can't or won't turn on for security officers, will then be subjecting to additional screening.

bill: peter, is there a certain threat out there they're picking up on we need to know about? >> reporter: they say they're playing ahead of terrorists instead of playing catch-up. they said there are hundreds or thousands of people carrying american or european airports to potentially fight in syria. they could get on board to go back to their home country. abc news reported that those westerners looking to carry out an attack are picking up pointers from innovative terrorists behind the underwear bomb, al qaeda in arabian peninsula, who were able to sneak an explosive device on the airplane and almost blast it out of the sky over the u.s. they were behind the printer cartridge bomb plot in 2010. homeland security director j. johnson says there are not plans to overhaul screenings for domestic flights. bill. bill: peter doocy, leading our coverage in washington.

martha has more. martha: how are passengers taking to new guidelines and idea of returning from trip abroad that your cell phone or laptop could be taken away from you and shows up and not charged when you have it? >> i think it is good. i think there is nothing wrong with that, especially at newark international, any international airport they should definitely check. >> everything has to be thorough. talking about any international air party. more security measures, everyone would actually embrace it. martha: department the homeland security are not saying which airports will have the checking or more will be added but, boy, you know, they have to constantly stay ahead of whatever they're picking up through intelligence in terms of ways that terrorists are trying to craft new -- bill: keep in mind, people going in and out of syria with western passports. twitter question, will this change the way you fly? we'll talk to a security analyst this next hour what they're picking up on and what you need to know. @marthamaccallum and @billhemmer the next two hours.

check it out. martha: israeli air force pounding hamas polling a recent barrage of rockets on israel. at least nine militants, at least two from another group confirmed killed. hamas is vowing revenge against israel. look at scenes of chaos in the streets. john huddy is live on the israeli border with gauzesa. john, how many attacks have you seen there in the past 24 hours? >> reporter: well, martha, more than two dozen. it seems like they're coming with such frequency, seemingly every 30 minutes to an hour we're getting new reports that new rocket attacks have been launched into southern israel. one of the things that 1207s these rockets, these behind me, take a look. the iron dome batteries. that is what they're called. they're loaded with missiles designed to intercept the rockets, again fired from the gaza strip into southern israel. now since midnight, as you were talking about, israeli military officials say 25 rockets have been fired from the hamas

militant group-controlled gaza strip, causing property damage but incredibly no injuries or deaths. that has really been the case even before june 12th, when israel start what is called operation brotherrer's keeper in response to the disappearance of those three israeli teens who we know their bodies were found. since then more than 200 rockets, martha, have been fired into southern israel according to military officials here. martha: yeah. so john, you're showing us some of the defense they have in place there. how else are they responding to these attacks in israel? >> reporter: well, again, they use theses, as you say, and they basically hit their marks for the majority of the time but as we see, many get through and in response, the israeli air force conducts airstrikes into the gaza strip. we saw that overnight. take a look. this is israeli military defense force video, that was released,

seeing what you're seeing are drone attacks in the gaza strip, basically targeting hamas-controlled locations. causing extensive damage and also death. now hamas, we mentioned this at the top, has vowed revenge for the death of its members and that tunnel collapse that is being blamed on israeli air force. however, israeli military officials says don't blame us. that was caused because of construction repairs due to that. one of the fuel to the fire at this point is the death of a palestinian mohammed khadir, his death, many israeli officials say are in concern for retaliation of murder of those three israeli teens, martha. martha: incredibly tense situation on the ground and death of that teen and retaliation for three others doesn't look like it is calming down anytime soon. john, thank you very much. we'll talk to kt mcfarland. bill: protesters remain in small

southern california town at the center of this battle over immigration. in murrieta, california, north of san diego, one of place where american authorities are moving a growing wave of illegals. will carr there is live in murrieta. what are they expecting, will. >> reporter: there are expected to be back out here in force today. for many of these residents their city has become a flashpoint for the immigration crisis going on across the country right now. on friday, six protesters were arrested. about 120 people showed up. a third of whom showed up to try to stop any buses from delivering more migrant transfers. the rest ended up showing up, to show their support for the minimum grants. >> murrieta does not have the resources to support this influx of people. >> they have a chance like everybody else to come to america. >> i think we should put them on the bus to send them back. i realize can't send them back to mexico.

they're illegal. >> they're victims of gang violence. i'm mother of two children. if i was in the same situation i would do anything for my children. >> reporter: comes on the heels of last tuesday when protesters flooded street leading up to the processing center here in murray rhettta. they ended up blocking three buses from delivering women and children from central america who had been transferred from texas because of border patrol being overwhelmed there now city leaders there, initially urged residents to protest. but since released a statement saying that everything that happened last week has create ad black eye for murrieta. this was not a victory. they're now urging any residents who want to protest to contact their federal representative, will. bill: you got it. will, thank you. how seriously is law enforcement taking this matter there? >> reporter: they say they are taking this very seriously. they have actually blocked off the street leading up to the protesting center so no cars can get in. today, there is online reports

that federal authorities may show up in riot gear today to try to help the buses get through. but protesters say if the buses do show up they will be here. they will do everything they can to make sure they don't get into their city. bill: thank you. will carr will be there. sun is coming up already in southern california. martha. >> martha: coming up next hour we'll talk to the mayor of murrieta california, alan long. he says the people in his town are very compassionate, in fact but they have real serious concerns what they are going to do with all these people at the border. big story this week. we'll be watching throughout. bill: strong earthquake jolting southern mexico and central america. a magnitude 7.1 reported on the pacific coast of mexico near the guatemala border. two people said to be killed as a result. local media reporting that the buildings and light posts swaying in mexico city and areas to the south. we'll keep an eye on that for you this morning as well. martha: brand new tact to get the justice department to act

martha: this isn't supposed to happen. a fireworks store caught fire after 4th of july celebrations over the weekend. this happened in campbell county, tennessee. fireworks shooting off from the store, starting other fires around the area, forcing closure after nearby interstate. traffic was backed up for miles. fortunately nobody was hurt. the cause of this original fire sunday investigation as we say. bill: now is the time to make a move on the irs. that from committee chairman darrell issa. he claims the attorney general is putting off a probe of lois lerner. listen. >> how long will the justice department not take on this case? my ranking member, elijah cummings continues to say this case is over and been saying it more than a year but it is amazing until the justice department actually does a criminal investigation,

hopefully with a special prosecutor, the american people aren't going to believe for a moment that in fact nobody's at fault here. this was just an accident, some rogue people in cincinnati as lois lerner and the president would have you belief. bill: more of this a michael moore, staffry writer, "weekly standard." how are you? >> good morning, bill. bill: you say there is an event this week that could move this forward. what is that, michael? >> possibly. the. and not on the political side or happening on congress but on the court side. the irs legal steam is scheduled to appear before two federal judge this is week as part of some hearings over what happened with the irs losing lois lerner's emails. they will have to explain to one federal judge why they didn't bring those up in the investigation that initially happened but, it had to be a foia request that found out the emails were actually lost. bill: they're in court then, is that what you're saying, michael?

right. legal experts are not clear or united whether this will produce anything but it could keep the ball rolling a little bit. they have another appearance on friday. they're expected to try to block any evidence that might show what exactly happened with those lois lerner emails. bill: just a bit confused. all the action has been in the house hearing so far. how did it jump to federal court? who brought that? who forced that. >> two conservative groups brought these hearings to court. they're not exactly related specifically to department of justice's investigation. these are separate hearings but i guess the idea is that they very well could move the ball forward where darrell issa is feeling like the department of justice really stonewalled any kind of investigation. bill: would you expect a federal judge to get more complete answers? i mean, you're under oath and there is a lot more on the line? >> i think there is a real possibility. i do think that house republicans have kind of hit a brick wall on this you've got a

special, got a regular investigator at department of justice who is obama donor. attorney general eric holder doesn't seem to be moving on this the president is not really giving him a sense of urgency to do so. meanwhile house democrats are giving cover for the irs on this, saying the investigation is over. so house republicans against the department of justice, is not a very effective fight if you want to find out more. bill: you don't think holder will move on this thing, do you? issa is asking for a special prosecutor. based on all the signs we're seeing right now, that is not going to happen, is it, michael. >> no i don't think so. i think people who care about this, want to see more movement on this, they have to hope there is more media attention to it. there is not at love media attention so far with a few of us excepted on what happened here the last several months. i think what could happen from these hearings with the federal judges is keeping the media ball

rolling as it were. kind of taking politics out of it. bill: that would be an understatement, right? the other thing issa suggested, he pretty much concede, if you get significant movement in midterm elections that could move the ball forward. that seemed to suggest to me, he doesn't think much is going to happen before november or even beyond. >> i would agree with that. i'm a little skeptical that there could really be any sort of political undercurrents that could push this forward. it is just going to have to be i think a real slog to bring out all the evidence as best as they can. and, see where the chips fall. but there is a lot of inertia on administrative side of this. and i'm pessimistic. bill: just one more point on this when the emails became public they were gone hard drives were deleted or crashed or burned whatever they did with them, how do you think that has cast the irs publicly?

>> well it is not exactly a sympathetic organization to begin with. i think it has done a lot of damage to their argument that, look, this was just a mistake that we made and we didn't mean anything by it. nobody really trusts the irs already. in the court of public opinion. so i think they have really kind of damaged themselves in this by making it seem like, oh, we've just lost these e mails conveniently that happened to not reveal anything bad to have happened in the irs. so they're really sort of in trouble on this just a matter of can the media keep this story going and keep revealing more details? bill: we'll watch for the federal judge. that will be quite interesting. michael, thank you. >> thursday and friday. thanks. bill: you got it. michael warren in washington. 18 minutes past the hour. martha? martha: deadly wave of violence over 4th of july weekend turning the streets of one of our nation's largest cities into

something like a war zone. bill: also president obama going to texas but he will not be on the border, despite warningsings from lawmakers about growing illegal immigration crisis ongoing there. >> the president has sent a message out, whether he knows it or not, if you can get to america you can stay. he needs to speak to the people in that region, take a leadership role, children coming here illegally will be sent back.

victims in a private mass in the vatican, and expressed sorrow what he called the zinns sins and crimes of sex abuse. challenging the credibility of doctors who testified that the "blade runner" suffers from anxiety. pistorius is accused murdering his girlfriend. the defense says he mistook his girlfriend for an intruder in his house. martha: a deadly holiday weekend in the city of chicago. dozens of people were shot as an epidemic of gang violence turned the windy city into a battlefield. garrett tenney live in chicago with the latest. garrett, what happened there this weekend? >> reporter: martha, it was a very violent weekend in chicago. more than 60 people were shot, including nine who were killed. that is according to "the chicago tribune." this latest string of shootings comes at a time when chicago's police department says the city's homicide rate so far this year has been the lowest since the

1960s, despite 1100 shooting victims since january. according to the paper, a majority of the shootings occurred in chicago's south side where gang violence has been rampant for years. we're expecting to hear more on the weekend shootings and violence from police superintendent gary mccarthy in a couple hours at his weekly press conference. we'll bring the updates to you, martha. martha: that is understandable. several shootings involved police opening fire, right? >> reporter: they did. at least five of the shootings involved police that responded to the situations. reportedly involved when police approached victims for further questioning. they pulled guns and officers opened fire on them. but an independent police review board is reviewing these shootings. we should hear more about the incidents as well from the superintendent here in a couple of hours, martha. martha: a tense situation it has been in chicago over past couple years. garrett, thank you very much. bill: israel is bracing for more revenge from hamas, after deadly

bill: fox news alert. now here at 9:30 in new york. dozens of missing girls reportedly making a break for it escaping their captors. the women are a fraction of those recently torn from villages by the terror group boko haram. greg palkot watching this in london. do we know how they escaped in nigeria and do we know how they're doing, greg? >> reporter: we have some indications on the ground, bill. we want to say to the viewers these were not the same girls kidnapped back in april that got the world's attention. this new group of girls and women, over 60, according to some local officials were kidnapped in the same area though of northeastern nigeria and by that very same dangerous group, islamist group, boko haram outfit. these girls and women were

kidnapped two weeks ago. recording to reports managed to get away on their own last week while the militants were fighting. boko haram has been stepping up their attacks in this largely christian area of nigeria. there have been clashes with government troops along with those missing girls and women, bill. there have been hundreds killed in the last couple months. bill: on the initial group that went missing, greg, how is that hunt going, what do we know? >> reporter: we've been going through all the details again today, bill, and it does not seem like nigeria is too much closer to bringing those girls back. it is believed the group, headed by the abu shakar guy in the nasty video, holding 200 plus children. analysts think they have been broken up into smaller groups making a rescue attempt hard and maybe brought out of the country. nigeria government has been harshly criticized during the bring our gives back campaign

the government claims to know where the girls are but are holding back on military action fearing the risk involved. they don't want to negotiate with terrorists. boko haram is demanding list of detained fighters. for the u.s. part they are supplying intelligence to nigeria via drone aircraft and indirectly pr help. there are new reports that nigeria hired a washington, d.c. public relations firm to clean up its image. maybe it should get the girls back too. bill: greg palkot, thank you, in london. martha: this could be a whole different story now in the middle east as the chessboard in place for decades is starting to see a new and frightening dynamic. the militant group hamas, taking to the streets of gaza, vowing that israel will pay the price for the deaths of seven members in israeli airstrikes overnight. this following the abduction and murder of three israeli teenagers who were found in graves last week. and apparent revenge killing, the burning of a palestinian

teen, according to reports. so as you can imagine things are very, very tense in this situation. kt mcfarland joins us now. our fox news national security analyst. kt, there are reasons to see a very similar pattern what we're seeing right now but there is also suggestion this is part of a larger framework that is quite dangerous. >> that is the key. we see more violence in the middle east and tend to roll our eyes. here we go again. there are two different fights going on. one what is happening in syria and iraq. that is essentially al qaeda versus iran. israeli fight is a different one. that is the israel versus the palestinians. that has been going on for a long time. it has been a contract nick low boil and every now and then it boils over where you have intifadas. we may see beginning of that. this may escalate into more israel-palestinian violence. the concern i have got, if those two groups get together, if those fighters join, the

al qaeda group in iraq, they said we're not stopping here. we want to go to lebanon. we want to go to jordan. we want to be in the sinai peninsula. if you look at a map, those are all regions surrounding israel. israel may have much bigger problem on its hands than palestinians on its border. if it has syria, jordan, lebanon on the north and east as well as potentially in the sinai peninsula on its south, if it has to defend against all of those al qaeda linked groups, then this is a much bigger fight. martha: isn't that essentially why israel has been, you know, yelling and agitating for more attention to what is going on around them and wanting the united states to be stronger in its defense and helping out more in syria to quell rebels in syria? they have always been concerned this is a tinderbox all around them? >> it is getting worse. in israel there is something called the iron dome, that

israelis developed, brilliantly so. the any missile shot into israel and israelis decide it will go into tel aviv and we'll shoot it down and or it will go into the desert and we don't care. they need more financing for the iron dome civil. they're never talking about american boots on the ground. unlike everybody else in the middle east they're not asking for that. they are asking for help needed to defend themselves. i think the situation is getting sufficiently difficult for them. we need to pay attention. martha: we have a sound bite from ambassador turner from israel about the tension escalating there based on these teenagers. this is what he had to say. >> if these are jews that will be prosecuted to the fullest extent of the law that perpetrate these crimes, they will not be hailed as heroes. there will not be public squares named after them. little schoolboys and schoolgirls in israel will not emulate them as heroes. that is exactly what we have on the palestinian side.

>> i've been to israel a number of times. a always been struck by their restraint. the ambassador is absolutely right. if there is somebody in israel think they have gone over the line, doing something that shouldn't have done, that guy faces full effect of the law. on other side doesn't seem that. when was last time you heard a palestinian leader said, oh, somebody killed an israeli, we'll make sure that guy gets justice? almost like there is a different standard. we should understand that there are not equivalent standards. israelis treat ensuing violence differently than the palestinians do. almost to the extent palestinians inciting violence, hoping israelis respond and hoping to get a bigger fight. martha: you can't kill three israeli teenagers without hoping and knowing there will be retaliation. in terms of connection between the two events, do you see any signs the groups are linking? that they are supported by each other? or are they peripherally

fortified by common cause? >> you only know that when it starts happening. they're not all going to carry card-carrying members of al qaeda. al qaeda is the new leader, new leader in this new state of syria, iraq, has said we want to go next to jordan. we'll destablize jordan. martha: why doesn't jordan defend itself? >> this is the bigger problem in the middle east. are they going to be like dominoes? we always discredited domino theory but this time we may want to reconsider it. i'm particularly concerned about the sinai peninsula. that is a desert area to israel's south. it is as strides the suez canal. if egypt can't get al qaeda in the sinai peninsula under control, then you will see al qaeda using that area to launch attacks elsewhere. martha: they would love to have that area. >> oh, my gosh, they're salivating for it. martha: kt, thank you very much. bill? bill: thank you, ladies.

martha: well the family of a woman seen getting hit repeatedly by a california highway patrol officer is now planning to sue. look at this images. unbelievable! a passing driver shot the video of a trooper throwing the woman to the ground, punching her at least eight times in the head. he is struggling to subdue her, according to some who watched the whole thing. the woman's family is reacting with anger. >> i love my mom. she was put tally beaten by the police as you can see. he punch and pounded on her. only thing she could do was

block her face. martha: police report says the woman posed a danger to herself and other drivers. she is undergoing a mental health valuation. the officer who was seen in this video is on administrative leave. >> the thing this administration need to do is immediately deport these families, these children. i know it sound harsh. i know it sound difficult but creating a crisis at this time that is actually going to harm these children. bill: mower harsh criticism for the white house over the humanitarian crisis on our border and what the president will out will not do about it. they're dealing with a flood of people coming here illegally including tens of thousands of kids without a parent. president obama invited once again to the border by texas governor rick perry on sunday. watch. >> we have been bringing to the attention of president obama and his administration since 2010 he received a letter from me on the tarmac. he since, i have to believe that

jeff kerr, discovery channel shark expert. jeff, good morning. >> good morning. >> you heard the man's account. what do you think about this story? >> first of all this really isn't a shark attack at all. it is the case of a juvenile as you said white shark, probably less than seven feet long being illegally hooked by fishermen on nearby pier and fighting for its life on fishing line for about 45 minutes. this shark was in a state of trying to escape and survive. unfortunately the swimmer, from all the accounts that i heard, basically swam right into the line, into the fishing line and, it was an accident. so calling it a shark attack to me is not accurate. and, experts who record shark attacks off california wouldn't even count this as a shark attack. martha: nonetheless, i'm looking at this man. he has gashes in his side and on his hand. i'm sure he obviously, i said it's a juvenile which it is,

when a seven-foot shark is next to you with its jaw open you are going to be pretty scared. >> well you know, there are sharks out there every day. this is a white shark puffing ground. this is where the big female white sharks have their pups and pups stay in this area for about two years as they get bigger and bigger and they move offshore. but they're just there to feed on fish and rays. they're not there to bother people. in fact people that frequent this beach, swim with white sharks all the time. the paddle borders out there see them every day there is never a problem. the problem is with fishermen who illegally hooked this short and left him on a line for 40 minutes, basically dragging it into the surf line where the people were. he knew he had a white shark hooked or suspected he had one hook he should have gut the line and let the shark go and this would have never happened. martha: yeah. i've been hearing a bit about that part of the story.

behalf without the senate to tried to get it heard by the court. so it is novel. there are bits and pieces from cases that have roughly similar. if you listen to the administration you don't only hear arguments the president did execute the law with with faith you hear him having broad authority to implement the law and that is true and particularly true when congress passes a vaguely worded provision and the executive department has to put it into affect. that is what happened with the hobby lobby case. that birth control mandate was written by the health and human services pursueant to a broader provision by congress. but it had to force a law because the executive authority
